Les acquis de la gouvernance universitaire

Bilan et perspectives :

2009

1 - La gouvernance académique

Démarrage des cours à l’ENS de Maroua, avec 7152 étudiants (15/01/09).

14ème session de la Commission Nationale de l’Enseignement Supérieur Privé 84 IPES fonctionnent.

Examens nationaux de BTS (Brevet de Technicien Supérieur), DSEP (Diplôme Supérieur d’Enseignement Professionnel) et leurs équivalents respectifs en anglais, HND (Higher National Diploma), HPD (Higher Professional Diploma).

31e session des Comités Consultatifs Interafricains (CCI) du Conseil Africain et Malgache pour l’Enseignement Supérieur (CAMES) du 13 au 18 juillet 2009.

21ème Comité Consultatif des Institutions Universitaires (CCIU) organisée du 02 au 04 décembre2009. Examen de 234 dossiers de changement de grades.

58ème session de la Commission Nationale d’évaluation des formations dispensées à l’étranger (CNE) tenue le 08 mai 2009. Etablissement des équivalences des diplômes délivrés à l’étranger aux diplômes camerounais de même niveau. Cette opération est subordonnée à l’authentification des diplômes.

Ouverture et opérationnalisation des filières professionnelles: 1ers et 2nds cycles (général et technique) à l’ENS (Annexe de Bambili) et la filière bois, environnement et eau à l’Université de Dschang (FASA, Antenne d’Ebolowa).

Paiement des aides de mobilité à 79 chercheurs pour la finalisation de leur Thèse.

2 - La gouvernance managériale

Poursuite de la mise en oeuvre du Programme National de Gouvernance.

Révision du Cadre de Dépenses à Moyen Terme (CDMT) des services centraux. Les Universités doivent s’en inspirer pour finaliser leurs plans directeurs et leurs CDMT, en vue d’une évaluation des besoins et d’uneamélioration qualitative de la dépense.

Finalisation de l’étude sur les Coûts et Normes de construction d’infrastructures ainsi que des équipements. Objectifs : harmonisation de la nomenclature des unités physiques en termes d’infrastructures et d’équipements universitaires.

Mise à disposition d’une clef de répartition fiable des crédits d’investissements aux universités. Fonctionnement régulier des organes consultatifs des institutions universitaires notamment les Conseils d’Administration, les Conseils d’Université et les Conseils d’Etablissement pour un certain nombre de grandes écoles.

Renforcement des missions des Vice – Recteurs pour la promotion des TIC, l’insertion socioprofessionnelle, le contrôle et l’évaluation internes des activités des Universités.

3 - La gouvernance sociale

Réunions au sein des cadres de concertation avec les composantes de la communauté universitaire (CTSEtudiants, CCP-Enseignants, CCS-Personnels d’appui et les syndicats) pour résoudre les problèmes spécifiques.

Dialogue avec les bailleurs des logements et les étudiants au sein des instances instituées à cet effet (Brigades spéciales et antennes) dans le sens de la mise en application de la réglementation.

Aides financières aux étudiants à l’étranger et au Cameroun. Montant : 193 260 000 mille f cfa à 1968 étudiants, dont 538 filles.

Paiement des arriérés de bourses (Boursiers du gouvernement camerounais et de la coopération), des compléments de bourses et des arriérés dus à l’Ecole Inter-Etat des Sciences et Médecine Vétérinaires (ESMV) de Dakar. Montant : 649 081 000 f, à 526 étudiants.

Octroi des titres de transport (rapatriements, stages académiques et mises en route). Montant : 140 019 240 f, à 198 étudiants boursiers.

Stages de vacances au profit de 1320 étudiants dans les communes, les universités d’Etat et les services centraux. Montant : 60 000 000 f.

Emploi estudiantin à temps partiel (Work Study Program). Montant : 30 000 000 f, à 160 étudiants.

Jeux universitaires 2009 à Yaoundé I. Montant de 229 156 725 f.

Opération Campus sans SIDA.

Prévention des IST/VIH/SIDA par la formation de 160 pairs éducateurs.

Couverture médicale des enseignants et des cadres du Minesup à travers la mise à exécution de la convention signée en 2006 entre le Minesup et AXA Assurances.

Contribution du Minesup à la préparation de la Carte Sociale du Cameroun.

Remise par le Ministre de l’Enseignement Supérieur, le 12 mai 2009, d’un important don de matériel offert par Madame Chantal BIYA, Ambassadrice de Bonne Volonté de l’Unesco, à l’Université de Buéa pour l’Education Spécialisée.

Assistance aux enseignants handicapés.

Opérationnalisation d’un partenariat Minesup/Axa par la mise en oeuvre d’une Assurance maladie groupe en faveur des enseignants des Universités d’Etat et des personnels du Minesup. De 2006-2007 à 2008- 2009, la subvention du Minesup s’élève à près de 125 000 000 (cent millions) de F. Cfa.

2010

1 - La gouvernance académique

Ouverture de l’Institut Supérieur du Sahel 2009/2010 avec le lancement d’un concours pour recrutement de 420 élèves ingénieurs pour le 1er et 2nd cycle dans les filières ci - dessous: Energie renouvelable, Agriculture, Elevage et produits dérivés, Sciences environnementales, Hydraulique et maîtrise des eaux, Technologie du textile et industrie de l’habillement.

Démarrage effectif de la Zone franche universitaire (ZFU).

Ouverture des filières (général et technique) pour les 1ers et 2nds cycles à l’ENS de Yaoundé (Annexe Bambili).

Ouverture des filières bois, environnement et eau l’Université de Dschang (Antenne d’Ebolowa) ;

Ouverture des Instituts des Beaux Arts Nkongsamba (Université de Douala) et à Foumban (Université de Dschang) et de l’Institut des Sciences Halieutiques à Yabassi (Université de Douala) et l’Institut Supérieur du Sahel (Université de Maroua).

2 - La gouvernance financière

Finalisation des études des Coûts et Normes des équipements et des constructions des infrastructures universitaires.

3 - La gouvernance sociale

- Constructions des cités universitaires, restaurants, aires de jeux. Assistance multiforme aux enseignants, aux cadres des services centraux et aux personnels administratifs des universités d’Etat. Priorité accordée aux minorités visibles (handicapés et catégories

vulnérables).

- Work study program, stage des vacances.

- Prime à l’Excellence de 2 900 000 000accordée par le chef de l’Etat.

- Poursuite des aides aux étudiants (nécessiteux, handicapés, jeunes filles inscrites dans les filières scientifiques

et techniques.

4 - La gouvernance numérique

Mise en place effective de l’Université virtuelle, équipée par la partie indienne dans le cadre de la mise en oeuvre du projet interministériel du réseau panafricain en ligne.

5 – La gouvernance managériale

Mise à la disposition du Minesec, sur sa demande, de la première cuvée d’enseignants en Informatique (au total), issus de la 48ème promotion de l’ENS Yaoundé.

Achievements of university governance

2009

Academic Governance

Start of classes at ENS Maroua, with 7152 students (15/ 01/ 09) 14th Session of the National Commission for Private Higher Education: 84 PIHEs are functional.

National examinations, BTS (Brevet de Technicien Superieur), DSEP (Diplôme Supérieur de l’Enseignement Professionnel) and their respective equivalents in English: HND (Higher National Diploma); HPD (Higher Professional Diploma).

31st Session of the Inter-African Advisory Commitees of the African and Magalasy Council of Higher Education (CAMES) from 13 to 18 July 2009.

21st Session of the Inter-University Consultative Committee (CCIU) organized from 2 to 4 December 2009. Examination of 234 application files for the change of grade.

58th Session of the National Commission for the Evaluation of Training offered Abroad (CNE) that held on 8 May 2009. Establishment of equivalences of certificates issued abroad to Cameroonian graduates of the same level. This operation is subject to the authentification of certificates.

Opening and operationalization of professional fields of study: 1st and 2nd cycles (general and technical) at ENS (Annexe Bambili) and the Wood, Environment and Water fields of study at University of Dschang (FASA, Ebolowa Branch).

Payment of mobility grants to 79 researchers for the finalization of their thesis.

Managerial Governance

Continuation of the implementation of the National Governance Programme.

Revision of the Medium Term Expenditure Framework (CDMT) of the central services. Universities should draw inspiration from it in order to finalize their master plans and CDMTs, in view of an evaluation of their needs and a qualitative improvement of expenditure.

Finalization of the study on the Costs and Standards for the building of infrastructure as well as equipment. Objective: harmonization of the nomenclature of physical installations as concerns university infrastructure and equipment.

Providing a viable formula for the distribution of investment credits to the universities.

Smooth functioning of the advisory organs of university institutions notably the Boards of Governors, University Councils and Establishment Councils for a certain number of professional schools.

Reinforcing the missions of Vice-Rectors for the promotion of ICTs, socio-professional integration, control and internal evaluation of the activities of the Universities.

3. Social Governance

Meetings within consultation frameworks with the components of the University Community (CTS-Students, CCP-Teachers, CCP-Support Staff and trade unions) in order to solve specific problems.

Dialogue with landlords and students in the structures created for this purpose (Special Brigades and branches) in a bid to implement the regulations.

Financial assistance to students abroad and in Cameroon. Amount: 193 260 000 FCA francs to 1968 students, including 538 girls. Payment of scholarship arrears (Cameroon government and cooperation scholarship holders), scholarship supplements and arrears owed to the Inter-State School of Science and Veterinary Medicine (ESMV) of Dakar. Amount: 649 081 000 CFA francs to 526 students.

Granting of transport fare (repatriation, academic training courses and departures). Amount: 140 019 240 CFA francs to 198 student scholarship holders.

Holiday jobs for 1320 students in local councils, State Universities and the central services. Amount: 60 000 000 CFA francs.

Part-time employment for students (Work Study Programme). Amount: 30 000 000 CFA francs to 160 students.

The 2009 University Games in Yaounde I to the tune of 229 156 725 CFA francs. Prevention Aids-free Campus of STIs/ HIV/ AIDS through the training of 160 peer educators. Medical coverage of teachers and Staff of MINESUP through the implementation of the agreement signed in 2006 between MINESUP and AXA Assurances.

Minesup contribution to the preparation of the Social Map of Cameroon.

Handing over by the Minister of Higher Education on 12 May 2009, of an important gift of material offered by Madam Chantal BIYA, UNESCO Goodwill ambassador to the University of Buea for Specialized Education. Assistance to disabled teachers

Operationalization of MINESUP/AXA partnership through the implementation of a group health insurance for teachers of State Universities and MINESUP personnel. From 2006-2007 to 2008-2009, MINESUP subsidy amounted to about 125 000 000 (hundred million) CFA francs.

2010

Academic Governance

Opening of the Higher Institute of the Sahel in 2009/2010 with the launching of a competitive entrance examination for the recruitment of 420 student engineers into the 1st and 2^nd cycles of the following fields of study: Renewable Energy, Agriculture, Livestock and derived products, Environmental Sciences, Hydraulics and Water Control, Textile Technology and Clothing Industry.

Effective take-off of the University Free Zone (UFZ).

 Opening of fields of study (general and technical education) for the 1st and 2nd cycles of the Advanced Teachers Training College (ENS) Yaounde (Annexe Bambili).

Opening of the Institutes of Fine Arts in Nkongsamba (University of Douala) and Foumban (University of Dschang) and the Institute of Halieutic Sciences in Yabassi (University of Douala).

Financial Governance

Finalization of studies on costs and standards for equipment and building of university infrastructure.

Social Governance

-  Construction of university halls of residence, restaurants, playgrounds. Various forms of assistance to teachers, staff of the Central Services and administrative staff of State Universities. Priority given to evident minorities (the handicapped and vulnerable categories).

-  Work Study Programme, holiday jobs.

- Excellence award of 2 900 000 000 granted By the Head of State.

-Continuation of assistance to students (needy, handicapped, young girls registered in scientific and technical fields of study).

Digital Governance

Effective setting up of the Virtual University, partly equipped by India within the framework of the implementation of the online inter-ministerial project of the Pan-African network.

Managerial Governance

Providing MINESEC, at its request, with the first set Computer Science teachers (50 in all), graduates of the 48th batch of the Advanced Teachers Training College (ENS) Yaounde.
