{"id":2019,"date":"2018-04-12T10:28:27","date_gmt":"2018-04-12T08:28:27","guid":{"rendered":"https:\/\/minesup.gov.cm\/?p=2019"},"modified":"2018-04-12T13:37:28","modified_gmt":"2018-04-12T11:37:28","slug":"2019","status":"publish","type":"post","link":"https:\/\/www.minesup.gov.cm\/index.php\/2018\/04\/12\/2019\/","title":{"rendered":"Final press release of the University Coordination Commission (UCC), session of april 11, 2018"},"content":{"rendered":"<p style=\"text-align: justify;\">The Minister of Higher Education, Chancellor of Academic Orders,\u00a0chaired a session of the University Coordination Commission (CCU) on April 11, 2018 as from 9:00 am at the Conference room of the Higher Teacher\u00a0Training College of the University of Yaounde I. Created by decree N\u00b093\/027 of January 19, 1993 to lay down common provisions applicable to Universities, the University Coordination Commission is mainly responsible for\u00a0examining all the problems of Public Higher Education Institutions.<br \/>\nTaking part in this working session were, the representative of the\u00a0Prime Minister&rsquo;s Office, Vice Chancellors and Rectors, representatives of\u00a0MINFOPRA, MINESEC, MINFI, MINRESI and MINEPAT, as well as senior\u00a0officials of the Ministry of Higher Education.<br \/>\n<!--more-->The session was opened by observing a minute of silence in memory\u00a0of Professor Dominique MVOGO, former Pro-Chancellor of the University of\u00a0Bamenda, and former Secretary General of the Ministry of Higher Education.\u00a0The Minister of Higher Education then used the opportunity during his speech\u00a0to reiterate that holding this meeting regularly is a reflection of the dynamism\u00a0of the Higher Education System and the shared desire they all have to build a\u00a0quality educational system, which is competitive, innovative and able to\u00a0produce qualified human capital to support the growth and ensure the\u00a0emergence of Cameroon. He went on to salute with deep respect the special\u00a0donation of 500 000 computers to students of national institutions of Higher\u00a0Education by H.E. Paul BIYA, President of the Republic, Head of State, as\u00a0part of his University Digital Development Policy. He closed his speech by\u00a0welcoming the densification and diversification of Cameroon&rsquo;s university map\u00a0thanks to the creation by the Head of State of new establishments which now cover ail the ten regions of our country.<br \/>\nAt the end of frank and constructive exchanges on items on the\u00a0agenda, the following resolutions were adopted:<br \/>\n1. The University Coordination Commission invites all Heads of University\u00a0Institutions to scrupulously respect the provisions of Decree n\u00b02005\/383 of 17 October 2005 and other laws or regulations setting\u00a0financial rules applicable to universities, notwithstanding the constraints\u00a0they face on the field.<br \/>\n2. The University Coordinating Commission asks Rectors and Vice\u00a0Chancellors to invite via the Minister of Higher Education and the\u00a0competent Ministers (Finance on the one hand, Economy, Planning and\u00a0Regional Development, on the other hand) at the next session of the\u00a0Conference of Heads of Public University Institutions, the Director\u00a0General of Budget, the Director General of Treasury, the Director\u00a0General of Taxes and the Director General of the Economy, to find\u00a0means and ways ta reconcile budgetary procedures and the imperatives\u00a0of transparent management. For this purpose, it was decided that the\u00a0agenda of the next session of the University Coordination Commission\u00a0shall focus essentially on the financial management rules of Public\u00a0University Institutions.<br \/>\n3. The University Coordination Commission invites the Heads of University\u00a0Institutions ta make proposais concerning the legal framework of the\u00a0Annexes of certain faculties in order ta facilitate their smooth\u00a0functioning. ln addition, they are invited ta contact the Minister of<br \/>\nFinance, through the Minister of Higher Education ta solicit direct\u00a0subsidies ta support the proper operation of these Annexes.<br \/>\n4. The University Coordination Commission recommends that State\u00a0Universities accelerate the biometric registration of students regularly\u00a0enrolled in Private Institutes of Higher Education for which they provide\u00a0academic supervision, for the 2016\/2017 academic year ta ensure their\u00a0eligibility ta the special gift of 500 000 computers of the President of\u00a0the Republic, Head of State, and report any difficulties encountered to\u00a0the Minister.<br \/>\n5. After the presentations by the President of the National Federation of\u00a0University Sports (FENASU) and the Rector of the University of Maroua\u00a0on the orqanization of the university games in Maroua, the Minister of\u00a0Higher Education congratulated and encouraged them, and instructed\u00a0them to take all necessary measures for the proper conduct of the said\u00a0games, scheduled to take place in Maroua from May 04 to 11, 2018.<br \/>\nAt the end of the working session, the Minister of Higher Education,\u00a0Chancellor of the Academic Orders, congratulated participants for their\u00a0fruitful contributions and urged them to continue their actions 50 as to\u00a0optimally fulfill the missions assigned to the Higher Education System through\u00a0the New University Governance Policy prescribed by H.E. Paul BIYA, President\u00a0of the Republic, Head of State, and implemented by the Prime Minister, Head\u00a0of Government.<br \/>\nThe 2018 session of the University Coordination Commission ended\u00a0with the word of gratitude expressed by participants to H.E.
