Programme d’appui à la mobilité académique, édition 2020 / 2020 edition of the Academic Mobility Support Program

Dans le cadre de la mise en œuvre de la politique d’aide et de soutien aux membres de la communauté universitaire nationale, Monsieur le Ministre d’Etat, Ministre de l’Enseignement Supérieur, informe les enseignants et étudiants chercheurs des Universités du Cameroun, que son Département ministériel met à leur disposition, des aides  pouvant leur permettre de finaliser et de publier leurs travaux de recherche au Cameroun ou à l’étranger, dans le cadre du Programme d’appui à la mobilité académique, édition 2020.

Ces appuis des pouvoirs publics participent de la constante sollicitude du Chef de l’Etat, Son Excellence Paul BIYA, et de sa volonté de continuer d’améliorer les conditions de travail des membres de la communauté universitaire, afin de faire rayonner la recherche universitaire.       Télécharger le Communiqué      ;    Télécharger la Fiche

Within the framework of the 2020 edition of the Academic Mobility Support Program, the Minister of State, Minister of Higher Education informs the teachers and student-researchers of the Cameroonian universities that his Ministry is offering the scholarships that may enable them to finalize and publish their research work in Cameroon or abroad.

Indeed, this assistance from the Government is in line with the constant concern of the Head of State, His Excellency Paul BIYA, and his desire to continue to improve working conditions of members of university community in order to give influence ta university research.    Download the Press Release     ;   Download the Formular

Le Ministre d’Etat, Ministre de l’Enseignement Supérieur a l’honneur de rappeler aux Enseignants-chercheurs en service dans les huit (08) Universités d’Etat que, suite à la mise à disposition des fonds par le Ministre des Finances, les opérations de paiement de l’allocation relative au compte d’affectation spéciale pour la modernisation de la recherche universitaire, créé par le Chef de l’Etat le 08 avril 2009, et correspondant au 1er trimestre de l’exercice 2020, ont lieu depuis le jeudi 23 avril 2020. Elles se poursuivent normalement par virement auprès des banques de domiciliation des comptes des enseiqnants concernés ou par billetage à l’Agence Comptable du Compte d’Affectation Spéciale située au 10e étage du Ministère de l’Enseignement Supérieur, conformément au calendrier arrêté par les services techniques du Ministère des Finances.

The Minister of State, Minister of Higher Education hereby reminds Teachers-Researchers of the eight (8) State Universities that, following the disbursement of funds by the Minister of Finance, payment operations of the allowance pertaining to the earmarked account for the modernization of academie research, opened by the Head of State on 8 April 2009, and corresponding to the first (1 st) quarter of the 2020 fiscal year, have been taking place since Thursday 23 April 2020. The said operations are continuing normally through transfer in banks where the accounts of the teachers concerned are domiciled, or through payment in cash at the Accounting Office of the Earmarked Account located on the tenth (10 th) floor of the Ministry of Higher Education, according to the schedule agreed upon by the technical services of the Ministry of Finance.

Circular letter of March 21, 2020 relating to preventive and control measures against Coronavirus (COVID-19) in the Higher Education system

The Minister of State, Minister of Higher Education to:

  • Ladies and Gentlemen Heads of Public University Institutions;
  • The Rector of the Pan African University;
  • The Coordinator of the Inter-State Congo-Cameroon University;
  • Ladies and Gentlemen Heads of Public Higher Education Establishments with a special status (ENSTP, INJS, SUP’PTIC, LINAFI);
  • The Coordinator of the African Institute for Mathematical Sciences;
  • Ladies and Gentlemen Promoters of Private Higher Education Institutes;
  • Ladies and Gentlemen Responsibles of the Central Services of MINESUP.

Following the measures taken by the Government to prevent and fight against the coronavirus (COVID-19), upon the Very High Instructions of His Excellency Paul BIYA, President of the Republic, Head of State and made public by the Prime Minister, Head of the Government, during his solemn declaration of March 17, 2020,
And in keeping with the resolutions taken during the working session I presided over at MINESUP last Friday, March 20, 2020, in your effective and constructive presence,

The Ministry of Higher Education’s strategy against Coronavirus

In continuation of government measures to prevent and fight against the coronavirus (COVID-19) enacted upon the Very High Instructions of H.E. Mr. Paul BIYA, President of the Republic and made public by Chief Dr Joseph Dion NGUTE, Prime Minister, Head of Government, during his solemn declaration of March 17, 2020, Professor Jacques FAME NDONGO, Minister of State, Minister of Higher Education, chaired this Friday, March 20, 2020 from 10 a.m., in room 1036 of his ministerial department, an important meeting devoted to the implementation of the strategy prescribed by the Government, within the Higher Education system.          Download the Press release

Press Release

The Minister of State, Minister of Higher Education, Chancellor of the Academic Orders, chaired the Second Session of the Steering Committee of the Presidential Support Program for the Employability of Young Graduates of Higher Education for Business Creation (PRO-PAEJ) on Wednesday, 19 February 2020 in the Conference Room of the Ministry of Higher Education.

ln addition to statutory members of the Committee, the Director General of the Agency for the Promotion of Small and Medium Enterprises (APME) and the representative of the Director General of the Cameroon Bank of Small and Medium Enterprises (BC-SME) also attended the working session of this Committee, as special invitees.

The agenda focused on the evaluation of the level of progress of the pilot phase of the program, which was launched on November 4, 2019.

From the evaluation made during this session, it was noticed that:

  1. The first PRO-PAEJ call for applications published on the 4th of November 2019 through a Press Release from the Minister of State, Minister of Higher Education, was followed by a favorable response and strong support from Higher Education graduates, with 2415 applications from young entrepreneurs and promoters of business creation projects across the National territory.
  2. Cameroon’s University youth are endowed with an impressive and unsuspected entrepreneurial dynamism that manifests itself through a multitude and a diversity of concrete economic activities carried out by young graduates of Higher Education.
  3. ln relation to the pilot phase of the PRO-PAEJ project, one hundred (100) projects, ten per Region, with a high potential for the creation of wealth and decent jobs, were selected, following a rigorous selection process led .by experienced professionals who conducted field visits to ail the Regions of the country to see and assess ‘ïn situ Il the relevance and economic potential of projects submitted by young Higher Education graduates.
  4. ln 2022, after three years of technical, financial and logistical support by the PRO-PAEJ project, of an average of eight (8) million CFA francs per project, the national economic fabric will be enriched with 100 new functional and economically functional Small and Medium Size Enterprises (SMS) thereby generating about 6,000 direct and decent paid jobs, as well as a combined turnover of nearly 10 billion CFA francs.
  5. The National University Community sincerely thanks His Excellency Paul BIYA, President of the Republic, Head of State, for his personal commitment in the implementation of the PRO-PAEJ project, which is one of the most important breakthroughs for young University graduates in the current Seven Years Mandate of Greater Opportunities.   Download the Press Release
